If In and Out points are set in the timeline, EDIUS sets between In and Out as the clip duration on creating a color bar, color matte or title clip.
Delete In and Out points using the steps below before creating the clip:

1) Select REC window
2) Select [Marker] > [Clear In / Out Point] menu
